Technology Gaming between China and Western world 中国和西方的技术博弈

Recently, there are lots of news from China and the IT world:

• China lunch the first satalite for moon
• China lunch a land based missle and distory one old satalite
• IT service provider start moving to Mobile Phone domain and
• Mobile Phone domain move into Service domain
• TD-SCDMA trail network in China almost finished the construction, might serve Olympic 2008.
• WAPI in WLAN area still gating other western manufacture entering China market
• China win one IPR case against Europe company
• in China, IPv6 is progressing very well.
• even more if you want to put.

All of these show the trend that China is getting more mature to play technology game with western world after long time learning.

WAPI is first trail China try use technology as a gate to play the game with western world, it is not successful because the western interest group use all the method try to stop it becoming the international standard, but in China domestic market, WAPI become the standard, the international company like Intel, Microsoft have to make some way to be enable sale in China market. These cause extra cost but the game seem will continue without any future visibility to reach a common solution.

Now China market is in a very strange situation, WEP is not the national stardand, but you can easily find so many different type of WLAN route/AP and they are becoming more and more popular, but western company still can not enter the market officially from legal point of view, this make domestic company invent more device in order to grab the market share as big as possible. We can imaging after a few years, the market share was dominated by China manufactures' device with WAPI, then the standard is not a question any more. Seem some company now already realized this trend and become more flexible to treat WAPI, let's see the how the game will continue

A small story, if we ask some Europe people that we need something to be done by 4:00PM Friday so we can continue our work in Asia, the first question is "are you really need it in Friday, why not next Monday?", European working style is good from life style point of view, but they are now facing very tough competetion from Asian country where people willing(or have to) work harder and longer to make the business successful, this also happen in different branch office within global company.

When European complain China get too much "贸易顺差/(TBD, not in my vocabulary)", it is really unfair, their people still enjoy 9:00AM-4:00PM working time, while China people working from 8:00-6:00PM, how they can complain they lose money?

TD-SCDMA is now the 2nd trial for a China standard became an international standard, in the beginning, nobody consider it is a competitor, so it become part of the 3GPP easily, after sometime, some people notice China might use it as a technology gate to block America and European products entering China market, so all interest groups start blame it and try convince China to give up, meanwhile China's internal environment changed gradually, the movement started when government call to establish the country of innovation, well, TD-SCDMA successfully catch this chance and grab the attention from media to government top officials, "TD-SDCMA means the country of innovation". during this phase, the western interest groups found they can not stop it directly any more, so the game move to join it, some proposal show the TD-SCDMA can be co-exist with other 3GPP standard.

now the situation is China's commercial trail TD network is almost done in 10 cities, it even might be used for Olympic game 2008, when so much investment done and show it works, the result will be so obvious already.

I think the western world have to learn the China history and understand the the Country's strategy, if they can not against, they have to join it.

in China, now there are some many parties/groups who represent the interest of different groups, many so called experts are not independent anymore, they are payed directly or indirectly by domestic or international organizations and try to present their voice to the media and government to influence the law, policy and the general public.

anyway, China's decision system already changed, nobody can make decision by himself like the old time, so the gaming between all groups is only way to reach a common target and decision. China learned the lesson how to play the game from our own history and western world, so game will continue and it will be more and more interesting.
